Are you asking for public transport suggestions, or driving directions?
If driving it looks pretty straight forward, up the new motorway from Igoumenitsa towards Thesaloniki, turn left at Siatista.
We have friends that visit Prespa for the dance festivals there, but have always flown to Thesaloniki then driven to Prespa from there.

If you want to get public transport then buses go from Ioannia to Kastoria but you would have to check the timetable but if you are driving then as above post says it is very easy now with the new motorway
